It can, but the artwork has to be built to tile exactly at the start and end point of the rotation, and the jig has to hold true circular alignment through the whole pass — any drift shows up as a visible line where the wrap closes. Busy or repeating patterns hide a slight seam far better than straight lines or text that has to align edge to edge.
